November 2004 Offshore Systems was awarded a contract to supply ECPINS® electronic navigation systems to the Portuguese Navy. ECPINS was selected to transform 29 of the Navy's ships from paper-chart based navigation to ECDIS electronic chart-based navigation. This contract win was the sixth naval fleet order for Offshore Systems. Offshore Systems' partner in Portugal and the prime contractor for the installation was SICOM – Sistemas de Communições, Lda, based in Lisbon.

In 2005, Offshore Systems outfitted the Portuguese Navy’s top MEKO class frigates with ECPINS W, the warship version electronic navigation system (WECDIS). The company was also awarded a second contract for hardware upgrades to the 29 standard electronic navigation systems delivered under the initial contract in 2004. With partner and prime contract SICOM, Offshore Systems is currently the fleet supplier to the Portuguese Navy for electronic chart navigation systems.
