OSI Announces Technology Partnerships Canada Strategic Investment

Vancouver, Canada -- Offshore Systems International Ltd (OSI) (TSX: OSI / OTCBB: OFSYF) announced today that Technology Partnerships Canada (TPC), an agency of Industry Canada, will be making a strategic investment of $3.76 million in a research and development initiative dedicated to improving geographical display capabilities in defense and navigation systems.

The TPC investment is part of a $12.5 million multi-year project being undertaken by OSI to advance the implementation of electronic geography for military navigation and command and control systems. The integration of high-performance mapping and imagery displays will contribute to the identification of surface and underwater threats and permit safer and faster movement of ships by enabling them to stay on course, reducing groundings and collisions. A portion of the project will support the advanced development of COP-IDS. COP-IDS™, initially launched in early 2003, manages and displays electronic geography, enhancing combat effectiveness and making military operations safer. COP-IDS™ uses digital map data from a number of sources and creates a single fused display for the military chain of command. Enhanced interoperability, a major goal of many international defence forces, is one of COP-IDS™’ key benefits.

John Jacobson, Chief Executive Officer of OSI, said, “We’re using this new investment to enhance the military naval navigation capabilities of ECPINS® and to drive the advanced development of our COP-IDS™ command and control technology.”

A portion of the $3.76 million will fund eligible development expenses incurred from the eligibility date of May 2003 to the Government of Canada’s announcement on April 26, 2004. TPC’s investment will be repaid through a royalty on revenues resulting from the commercialization of innovations developed under this project.
